Saint Xavier University’s Annual Security and Fire Report for the academic year of 2018 has been released for the students, staff, and faculty to read and review.
In the Annual Security and Fire Report, policies for students and residents are stated, and include all reportable offenses occurring where classes are held, adjacent parking lots, and public sidewalks, for the entire calendar year.
On campus, the University has Public Safety, which serves the students, faculty, staff and visitors of the University.
Public Safety covers a wide range of of services, including: vehicle assistance, room lockout assistance, protective escort service, university shuttle, and emergency telephones.
All community members, students, faculty, staff and visitors are highly encouraged to report any and all crimes, public safety-related incidents, or unsafe conditions.
Reporting crimes and other incidents should be done in a timely manner to Public Safety. Their number is 773-298-3911, and is reachable 24 hours a day.
“Crimes should be reported to Public Safety to ensure inclusion in the annual crime statistics, and to aid in providing timely warning notices to the community when appropriate,” see page 9 of the Annual Security and Fire Report.
In the case of being the victim or witness of a crime, Public Safety has a voluntary confidentiality report, which will comply to the person who is filing, if they wish to keep their information private.
Furthermore, when a University student is involved in an off campus offense, University police officers have jurisdiction to assist with the investigation in cooperation with local, state, or federal law enforcement.
In the last three years the on campus offenses has dropped.
The liquor law violations have gone from fifty-eight in 2015 to twenty-three in 2017. Drug law violations have decreased from twenty-one in 2015 to four in 2017. For more on campus offense statistics see page 11 of the Annual Security and Fire Report.
Alongside the on campus offenses, the report lists the rights of a person who is being sexually harassed.
Although the forcible sex offenses have remained constant, reporting only one for the past three years, it is still one too many, and knowing a person rights for such a situation is crucial.
“Saint Xavier University will, upon request, disclose to the alleged victim of a reported crime of violence or a sex offense the report on the results of any disciplinary proceeding conducted by the Institution against a student who is the alleged perpetrator of such a crime or offense,” see page 17 of the of the Annual Security and Fire Report.
In any case of sexual harassment, the University has to respect the students request for confidentiality under the Family Educational Rights and Privacy Act (FERPA) for education records.
“Consent is informed, freely given and mutually understood. If coercion, intimidation, threats and/or physical force are used, there is no consent. If the complainant is mentally or physically incapacitated or impaired so that the complainant cannot understand the fact, nature or extent of the sexual situation, there is no consent; this includes conditions due to alcohol or drug consumption or being asleep or unconscious. Silence does not necessarily constitute consent and past consent of sexual activities does not imply ongoing future consent,” see page 32 of the Annual Security and Fire Report.
Switching to the Annual Fire Safety Report, the fire alarm evacuation procedures are posted in each room in on-campus housing facilities.
When a fire alarm sounds all persons must immediately evacuate to the nearest and safest exit out of the building.
